Summary: M67 Doesn't work

Initial Comment:
M67 is documented, and accepted, but does not actually work.
It seems to be the ideal command to use for applications such as changing laser
power for a laser engraver, as the output should be coordinated with motion,
and not interfere with motion. The other obvious solutions involve
queue-busting commands such as spindle speed changes.

The reason that it does not work is seen in src/kinematics/tp,c line 1241. The
tpSetAout() function returns immediately with no action:
http://git.linuxcnc.org/gitweb?p=emc2.git;a=blob;f=src/emc/kinematics/tp.c;h=3f2c386fb52e56bc053cd9850bb97d87d6f99057;hb=HEAD

I have confirmed that issuing an M67 command does result in this function being
called, so the upstream code seems to be in place (despite comments to the
contrary throughout the code)
