Soldering robots are fairly standard equipment, you can buy old ones on 
eBay from time to time.
I am a member of a Pico and Place group, and I think several members 
have used stock soldering
robots or rebuilt old ones to use new PC-CNC controls. See

Manual teaching is not a great feature of EMC2, although there are some 
mods that allow it.
I think a lot of people have used CAD data from the PCB software to set 
this up rather than
teaching the positions. I have a pick and place machine, and I use the 
CAD data for that.
