I configured TOOL_CHANGE_QUILL_UP = 1 on my machine, because I was bored of the CAM not leaving me space to get a tool out.
I then found a strange problem, bot necessarily related to the ini file change, but it went away when I reverted the change and re-started. I was getting "linear move at line -1 will exceed joint 2 maximum" At the time the message came up, the Z was at +170 and every Z move in the code was less then 20mm.
