This is exemplary debugging info, thanks Dewey.

Please send the output of "lsusb" (with the pendant plugged in), to see 
if the product and vendor ids are as expected.

Also send the output of, um, "udevadm monitor" with all the right flags 
that i dont know, while plugging in the pendant, to see why the rule 
isn't getting run right.
