Certainly not ignored.  Whether it's a motion or an error depends on
what motion mode you're in.  If in G0 or G1 it's perfectly fine; it
will apply the tool offset and then move Z, which is probably what's
intended. See

It depends on the preceding code.  If you happen to be in G17 G2
mode it'll be an error.
