EBo – I'm using the Apple Mail client like a true peasant, so I'm going with 
however it decides to format emails. If that becomes an issue then I'll find a 
better solution.

As for creating a JSON schema, sure, I'll see what I can come up with. I'd like 
to keep discussion around it transparent, so what would people propose to 
enable that? Something like a Github pull request/issue/Gist might work but I'm 
open to better suggestions. Is there an RFC(-ish) process I could use?

I agree with Andy here; it's important to get this right once but I doubt we'll 
ever reach a panacea. Having a transparent solution that is at least somewhat 
human readable a la JSON would be a benefit over a binary SQLite blob I think. 
As for the time taken to read and parse a JSON file, it is likely even less 
than running queries against an SQLite database and in either case will be 
largely insignificant.

There is rather more to it than just adding more tools. The idea is to
have a way to describe the relationships between the tools, their
offsets and the machine they go in.

In a typical installation the underlying structure would be concealed,
but there to be used in situations where, for example, several
machines share a common set of tools.
