This behavior has been there for quite a while (in master). As long as I've
been using a jog wheel anyway. I assumed it was normal behaviour.

Setting halui.mode.teleop true, selects jog mode. (seems like it was added
in v 2.5, well before my time)

In my case, I have a yellow safety button on my wireless pendant which must
be pressed (eg. held in) to enable the jog wheel.
This button also triggers a relay on the pendant's receiver so I used it to
set halui.mode.teleop.
I no longer have to walk back to the console to select jog mode so it is
very nice.
Maybe you can use a pendant output to achieve the same result.
