The latest edition of IEC 825-1 includes LED's and Lasers.  LED classification 
and power output are stipulated there.

Hello,
     
Are any of you out there aware of regulations limiting the maximum power 
output of LEDs incident on the skin at high frequency pulse rates? I have 
heard a rumor of a 20mW upper limit, but have been unable to confirm it. I 
would greatly appreciate if anyone who can point me in the right direction 
for an answer.
