The European safety standard for most battery chargers is EN 60335-2-29
which must be used in conjunction with EN 60335-1.  This standard applies to
mains-operated, self-contained battery chargers having an SELV output for
household and similar uses.

This standard does not apply to battery chargers for building-in, for
industrial purposes, for special environments (i.e. corrosive or explosive
atmosphere), toys, electronic flash apparatus, or as a supply unit for
electronic equipment.
