IF my product passes CISPR (adopted by the FCC) but Fails the FCC limits CAN I
SHIP PRODUCTS IN THE US ???

Then you pass CISPR and fail FCC, that's what. Since C63.4 and CISPR 
procedures are quite different below 80 MHz,  this is  not at all 
surprising.
