The guidelines include several examples of components with a direct function, to which the EMC Directive applies. The examples include: slide-in electronic cards for computer systems (cpu cards, telecom cards, network cards, etc), control cards for regulating industrial processes, modular numeric control equipment for machine tools, PC disk readers, electronic temperature controls, battery chargers, electricity supply units that are autonomous equipment, DIY kits (assembled according to manufacturer directions).
Don't confuse the method of obtaining power & signals with the functional aspects. It is very likely that the component or subassembly will be intended to function as an add-on to an existing base unit. The classic example is the plug-in card for a PC, but the examples show that a much broader scope is intended. The key is that the component is providing a new function to the existing unit. In order to assess conformity of the component, it is likely that a base unit will need to be included in the assessment. The key point is that components do not need to comply with the directive unless they are placed on the market for distribution and use AND perform a direct function.
