I've been here, and the interpretation that suited best was that 'taken into service' must meet the protection requirements, but so long as it stays at the initial users site, there is no purpose achieved by the CE mark. As soon as it moves to another user or to another state inside the EEA, the paperwork must be done and the CE mark applied. This because it is now 'supplied'. The requirement for proof that the equipment meets the protection requirements is always there, it can be retrospective in the UK, but the CE marks reason d'etre is to provide free movement across borders, and in this case it's not going anywhere. 2.
