I am not our expert on this topic.  However, I can cite that this is a 
German environmental standard.  It is intentionally difficult to meet
to ensure that not every brand on the shelf will be able to display   
the Blue Angel mark.  It covers almost everything one could think
of related to the environment, ranging from emissions to the 
chemical agents used in the materials used.   

There are differing Blue Angel standards depending on the nature 
of the product.  You should specify the type product for which you
want the applicable standard, and perhaps a German subscriber 
can provide the source for the standard.
