I have been having good success with a Tektronix 2712 spectrum 
analyser with CISPER options using a Farnell Broadband antenna.  Also 
a Farnell LISIN LSN0930A.  These are relatively `cost effective'.  

As with any test equipment they have their limitations.  The Tek 
Software is `acceptable'.  I am looking forward to better software 
soon.  Farnell has some good software and a less expensive spectrum 
analyser.  But I found the Tek easier to use when you have to trace 
sources of your problems.  I also have the advantage of testing to 
the Class A spec.  The industrial enviroment being our customer base.

If you have to be concerned with Class B your may need a preamp in 
addition to the built in preamp to get away from the noise floor.  
Also I do a lot of power off and power on to isolate the UUT from the 
ambient.

This is my humble opinion and rather new to the game experience.
