I found a section of Japan MITI-JEIDA documentation that may be of interest.

This is probably not the latest information but provides an indication of the
thought process. Document is MITI, Division 6, No. 378, dated Oct. 3, 1994.

Author is Seija Murata, Director of Public Utilities Department.

para 5.1 (7), Requirements

When a hybrid piece of equipment or system consists of pieces or equipment
belonging to different classes, even when each piece of equipment does not
have its own power supply plug, measurements may be performed for each
individual piece of equipment, and the limiting values for each respective
class applied.

I believe the 'may be performed' is the option of the test house, not the
device manufacturer.

If Patrick must market his product in Japan this may have direct impact. Also
so much of the JEIDA detail requirement seems based on IEC-1000 work that there
may be a similar statement somewhere.

Hope this helps---
