Good morning! I would just like to make a slight clarification re:
FCC Part 15 Subpart B (unintentional radiators) approval:
Class A equipment does not have to be tested at an "FCC accredited
lab." The equipment can be verification tested at any properly
equipped lab, including a manufacturer's in-house lab. It is solely
the manufacturer's responsibility to make sure the equipment complies
with the class A limits.
(In fact, the FCC is not even in the business of accrediting labs for
Part 15 testing. They will accept test data from a specific list of
labs that have submitted lab descriptions and documentation to them,
but there is no such thing as an "FCC accredited lab".)
Class B equipment can be certified in one of two ways. 1.) the
equipment can be tested at a lab listed with the FCC and the test data
along with an application can be submitted to the FCC for
certification, or 2.) the equipment can be self-certified by the
manufacturer by having it tested at any NVLAP or AALA accredited lab.
(There are also mutual recognition agreements in the making that will
allow accredited labs outside the U.S. to perform this
self-certification testing for manufacturers.)
As for telecom equipment, D.McKean is correct. I don't know of
anyplace in the world where equipment that connects to the telephone
line can be "self-certified". As far as I know, telecom equipment
must universally be certified with the respective governmental
agencies.

This is extremely abbreviated, but
here's my 2 1/2 cents worth...
EMC or Electro-Magnetic Compatibility has to do with a
device passing limits imposed on Electro-Magnetic events
egressing the device AS WELL AS ingressing. That is to say,
one part of EMC concentrates on what EM event is exiting the
device - emissions such as CISPR-22A, EN-55022A. Another
part concentrates on what EM events enter the device - immunity
such as EN-61000-4-2 ESD, EN-61000-4-5 Surge, ... EMC is
*supposed* to (don't jump on me now) add to the robustness
of your device.
The United States FCC Part 15 Class A is a self-certification
of equipment. The results are not sent off to the FCC
for registration. You declare that Class A equipment meets
the applicable standards with results from a lab accredited
by the FCC. On the other hand, FCC Part 15 Class B results
are filed with the government and it is the government that
gives the final approval.
Telco is only concerned with protecting the telephone line.
Since most if not all the telco links in all the
different countries around the world are controlled in one
way or another by the governments of those countries,
they do not allow self-certification.
