This requirement to keep the test samples for 10 years has been the
traditional approach of VDE and some other test houses. As I remember, they
believe that this is the proper way to insure the adequacy of any review
for follow on issues as they might arise from their investigation.
It seems to me that you have entered into a contractual
relationship with this notified body (which can easily include additional
items outside any Directive you intend to meet) and you will have to either
follow their rules or negotiate a deal with them. (You might offer the
sample to them to keep for 10 years.)
