You'll forgive the healthy cynicism of the British Public when they read statements like that. Opinion polls actually show that such statements can have the opposite effect than that intended. It's like a fatal blow to the 'Power lines are safe' lobby. We remember those 'Oh so many' appeals that 'Beef is safe - honest', and 'We are cutting out all the spinal material - honest', and 'We are not feeding ANY rendered beef to cows - honest'. Recent history is crowded with learned groups making learned statements, only to be shown later that they were completely wrong. Sometimes it's better to say nothing than 'Not Guilty'.
