Good Day,
I am looking to ship Information Technology Equipment ( ITE ) to China.
Would someone that has knowledge of what safety and emission standards are
applicable please share this information with me?  I would greatly
appreciate it.

The following information is what I currently have on China's requirements
for ITE:


1) EMI for China for ITE-GB9254-derived from CISPR 22 but it is not
CISPR 22. Applies to only some equipment and not to others on a
voluntary basis. Suggest treat it as must do unless Chinese authority
says not needed.
2) Safety for China for ITE-GB4943-derived from IEC 950 but is not
IEC 950. Applies to a whole range of equipment falling under different
authorities and rules for compliance.

The actual means of getting approval are both complicated and not
always consistent.

safety, there is no "harmonized" standard.

Provincial Chinese Governments can modify the CCEE compliance requirements
according to local environmental conditions.

Suggest you get also in direct contact with your customer in the selected
Chinese province.


China has recently restructured its State Councils to try and simplify and
unify between the provinces the conformity assessment requirements.  This
will hopefully  address the issue of a product being tested in one province
not being accepted in  another.

There is an emphasis at this time is on safety.  There have been one or two
incidents recently which have arisen from unsafe products being placed on
the  market.  Hence China now requires that certain types of products be
licensed by  the IECEE in China. ITE and Telecom products are subject to
licensing and marking. The easiest way forward is to submit a CB report and
Certificate to the IECEE along with a sample.  They will probably want to
carry out a couple of tests and more  than likely inspect manufacturing
process before issuing a certificate. ISO  9000  Certification may (I
emphasize may) remove the requirement for a factory inspection.  If they
decide you do need a factory inspection you can kiss good-bye to at least
three months as this is how long it will take the inspector to get a visa
to visit
your country. If further testing is required the  IECEE  will designate the
laboratory for doing this.

China has generally adopted CISPR standards here.  There seems to be no
formal  regulation in China at this time although I do not believe that it
will stay this  way very long. I would be tempted to include copies of any
declarations of conformity etc. that you have made for Europe along with
your importation documents  for the time being.
