The "standard" anti ESD wrist strap used by electronic assemblers etc. to avoid electrostatic build-up on their bodies also has a resistance of about that value (1 Mohm) to ground.) This resistance value is chosen as a compromise to be both low enough to prevent ESD build up, but also to be high enough to prevent dangerous electric shock current to the operator should they come in contact with the live mains voltage. Nobody wants work around mains powered equipment while also being "tied" directly to ground! It would seem that the reference plane of the ESD table in 61000-4-2 is a similar situation! Tony Colorado
