I don't know where you got the information for commercial applications. 0-70C are the specs for commercial grade ICs. There is no standard for commercial equipment. However, generally, ITE intended for indoor use is rated 0-35C. For non-air conditioned space the upper limit goes to 55C. Richard Woods
