Here is what I learned from a CENELEC committee chairman. One of the DGs
issues a mandate for an EN and a representative of that DG monitors the
progress of the standards committee. If a draft EN is not meeting the
requirements of the mandate, the DG will communicate that very clearly the
committee. Therefore, it would be highly unlikely that an EN would be
approved without acceptance by the DG. Getting the approved EN published in
the OJ is only a formality at that point.
