Rob, The only document regarding manufacturing practices, is GR-78-CORE, "Generic Requirements for the Physical Design and Manufacture of Telecommunications Products and Equipment", (Whew! That's a mouthful!).
It doesn't go into burn-in. It is mainly from the printed circuit board design (solder mask, conductor material finishes, noble metals, etc.) and assembly practices. John A.
