In Australia, domestically and on most international routes, mobile phones are not to be turned on or used while in flight at all. Other electronic devices such as laptops, electronic games, video cameras etc are permitted to be used but only after reaching cruise altitude (ie not to be used during take-off or landing).
I am not aware of any plans to change this at present.
