I would say yes.  The near field would have high levels 
and the electrostatic field would now be an issue.

Sorry Barry, but I think ESD testing would be riot ... 

On another note, just like Part 68 is a two way standard 
(protects the line from accidental power cross from the 
primary to secondary it also protects the end user from 
an accidental power cross if a car hits a telephone and 
crosses over street power to the line and ultimately the 
end user), you'd have the same concern or more when 
attaching a human to a telephone line.
