David, the regulation that you site may be of interest, if you plan to test in Brazil. We have been successful in avoiding IN Country Testing by utilizing our Licensed engineers and Test Reports based primarily on European Standards. Brazil's "Standards" are currently from the former Telebras Until 1998 the only phone provider in Brazil.
