It is my understanding that AS/NZS3260 is called out for Australia by TS001
and is presently the only pointer to AS/NZS3260. Without a requirement for
TS001, AS/NZS3260 seems to not apply. We, however, regularly complete
AS/NZS3260 Test Reports for ITE without telephony interfaces.

Interesting, though, http://www.sma.gov.au/sydney2000/safety/power.htm , at
about the middle of the page, implies otherwise, though I'm not aware that
this is in Australian legislation as an independent requirement.

Only required when telephony interfaces connecting to the PSTN are present.

I haven't found any information on this marking at the ACA web site. Where
are you referencing this from?

Visit http://www.sma.gov.au/standards/infolst.htm ,
http://www.sma.gov.au/standards/drstds.htm and
http://www.sma.gov.au/labelling/telecom/

The supplier, which is whomever is selling product in-country, makes the
declaration. They'll need a supplier number. Visit http://www.sma.gov.au/
for details.
