I also have BS EN55022:1998 purchased from Global Eng Documents. My copy of this document does indeed have the paragraph, that John Wagner describes. It was placed at the very beginning of 8.2, noted by a vertical line immediately to the left of this paragraph. A longer vertical line follows later in 8.2 indicating the removed text of 8.2.1 - 8.2.3. However, I do agree with you in that the standard writers commited a clerical bobo by not removing the 8.2.1 referenced in 8.2. I hope this helps.
