Clause 3.3.1 of EN60950 allows "screws, nuts or equally effective devices" for wiring terminals for external supply conductors. Clause 3.3.2 allows "soldered, welded, crimped and similar connections" for terminals for non-detachable power cords only.
My experience with TUV is that they do not accept wire nuts as being "equally effective devices".
