As an alternative to a swinging ball, consider making no changes to the ball and dropping it vertically using a tube. The ball can be held in place in the tube using a bolt (or a similar object) as a stop. Pull the bolt and the ball drops from the exact height required by the standard. The test is very repeatable as long as the tube is vertical and the diameter is slightly larger than the ball.

A cheaper source is probably your local heavy industrial equipment service organisation - a 2 inch diameter ball bearing is more or less what you need. As for tolerances: if it is a little light or heavy then I am sure a compentent workshop can fix that with a welding torch or a grinder - especially if you get a loop for the cord added at the same time!
