Kevin, While CCTV does appear to fall under the scope of IEC65, an argument can be made that it also falls under the scope of IEC950. CENELEC (TC79) published a "Guide to achieving compliance with EC directives for alarm systems (Report R079-001:1996)". In table 4, CCTV is linked to the LVD, and the published opinion is "The standard EN 60950 shall apply for all equipment used in alarm systems and covered by the directive as mentioned in table 1(table 1 is the scope of the LVD)".
