Carlos, I agree with you, both methods should be used to baseline a product.
Our products are plastic cased also and we had the opposite problem initially. At first we were testing to the highest voltage 8kV air, 4kV direct and the unit would pass. When stepping through the lower voltages we then found failures. Well after a little more work the unit now passes all tests not matter what the order and additionally exceeds the spec as far as voltage and # of discharges by several orders of magnitude. A few other things to consider. It is also important to step through the voltages and not skip any. Is your internal test procedure going to be used as a supporting test for a DOC or is it for a DV or PV? If it is a Design validation it is quite possible to want to exceed the specs per the standard, it all depends on what you expect to learn from this type of testing. The Design Validations I have composed for ESD have exceeded the standard specifications.
