The concept of 'superseding' is not very helpful, because it does not
tell the whole story, in fact, it misses out the most important bit!

When a new standard is issued, it CAN be used to demonstrate compliance
from the date it is notified in the Official Journal. But it MUST be
used after the 'dow' date in its Foreword, which is the 'date of
cessation of presumption of conformity of the superseded standard'.
