I did find a lower cost alternative - IEC. At least when the CENELEC standard is identical with the IEC standard. The cost of the amendments are about half that of what I could find elsewhere and they are downloadable.

ANSI is more likely to have separate amendments, documents that are generally less expensive, and have more documents in electronic format.
