Dave, Figure 13 is indeed the correct setup to use for cables with the shield connected at both ends. In addition to the isolation transformers shown, the ground connection on EUT 1 must be temporarily disconnected for this test. For line cord connected 120V units I just use a "cheater" plug (3-wire plug adapter) without the ground lead. The intent is to force ALL of the surge current down the cable shield towards EUT 2. If done correctly the test generator readouts will indicate very low peak voltages and HUGE peak currents. The chassis connection from EUT 2 to Earth reference should be beefy (ie. heavy braid) to get a proper test.
