Bob, the -1 standard will not be published in the OJ since it is considered to be a reference standard similar to the same status as the EN 61000-4 series. Since the test suite is contained in the -2 harmonized standard, you no longer need to use a Notified Body.

ETSI EN 300 330-2 calls out ETSI EN 300 330-1 as the standard to use for test limits, test procedures, etc. However, ETSI EN 300 330-1 is not harmonized to the R&TTE Directive. The question is this: if we use ETSI EN 300 330-2 is show compliance to the R&TTE Directive, can we use ETSI EN 300 330-1 without having to submit through a Notified Body? It is my understanding that the use of any standard that is not harmonized to the R&TTE Directive requires intervention by a Notified Body to ensure the proper test suite usage.
