You won't find such things in any IEC standard (that's correctly written
in accordance with the IEC Directives - some haven't been). IEC
standards themselves are never mandatory - they are published to
encourage the national standards committees to adopt them as national
standards. When CENELEC adopts an IEC standard regionally, THEN it is
compulsory for the national standards bodies of CENELEC member countries
to adopt and publish it. At that stage, it is given a 'dow' - the date
at which any earlier standard must be withdrawn.

Mandatory compliance applies, even in CENELEC, only to standards used to
demonstrate compliance with European Directives. The Commission, not
CENELEC, then sets a 'docopocotss' (no, even the EC doesn't use such a
crazy abbreviation) - 'date of cessation of presumption of compliance of
the superseded standard' - which is normally the same as the 'dow' but
need not be.

Even then, compliance with standards MAY not be mandatory. For most
Directives, there is an alternative 'route to compliance' that is more
or less independent of any standards.

The 'docopocotss' is normally set at 3 years after the publication of
the standard, thus creating a 3-year transition period.
