Your repair technicians should have been trained to know WHEN a new
safety test is required after a repair. Basically, if a safety-critical
component (except a fuse) has been replaced or removed and replaced, a
new test is necessary. This normally comprises:

-internal visual inspection of position and securing of wiring, damaged
or overheated components, missing fasteners, contamination of
insulation;

- external visual inspection of enclosure fixings, labelling, mains lead
and connectors, other cables if safety is involved;

- earth/ground continuity test at specified current (Class I products);

- insulation resistance at specified voltage;

- leakage current (if required by the safety standard) at specified
voltage;

- dielectric strength test; ONLY if a safety-critical component that is
stressed by this test has been replaced.

The dielectric strength test ('hi-pot') must not be applied
unnecessarily because repeated applications can degrade insulation and
result in failure in service.
