The conciliation process was completed in the early hours of Friday 11th October. Although the negotiation process is over, texts are NOT final versions and have not yet been placed on EU statute books. The agreement has to be checked for inconsistencies between the articles and translated into Community languages. The final date for publication in the OJ is the New Year, a "best" estimate being March 2003.
The headline changes agreed last Friday are: Collection target to average 4 kg to be met by 2006 and a new target established by the end of 2008. No mandatory requirement to separate WEEE from household waste. Minimum recovery and recycling targets unchanged. The use of "clever chips" to be encouraged so that producers do not specifically prevent WEEE re-use. Producers responsible for financing own waste and providing guarantees that future costs will be covered for all WEEE. Due to accountancy problems (accruals), agreement to consider historic waste to be addressed separately, but ahead of final publication. ROHS to be effective in July 2006 (ie lead-free delayed 6 months, all other prohibitions brought forward 6 months).
