Vic, A couple of years back at the Seattle IEEE EMC show a go/ no go confidence tester for static testing was discussed and demonstrated. I'm not sure if that still is commercially available but if you email Ivan Hendrikx at i...@hevrox.be he will be able to tell you more I'm sure.
