There are special concessions for these in several European countries,
since clearly they can't be taken to a test house every time a
modification is made.

You probably need to ask the right person in the spectrum management
authority in each country - the Radiocommunications Agency in UK.

I suspect the concession is that if you don't violate Article 4 of the
Directive, you are OK, BUT I DON'T KNOW THAT FOR SURE.
