Has anyone come across this requirements ?

Please share with me on the followings:
(1) Is this a Legislative law in France? or just a self-voluntary
requirement?
(2) Who is the governing body of this enforcement ?
(3) How should this law be classified: " Product Safety" , "Health Safety"
or what should it be ?
(4) Could such test be conducted in house or it MUST be carried out by an
accredited test lab by the French government
(5) If test could be carried out inhouse,
(a) Must our inhouse facilities be audited by the French government ?
(b) what sort of test data, or declaration that the French authority wants
to see during audit in the market?
(6) List of accredited Test Labs with contacts in France that can perform
this test
