He probably was serious .... as HE smoked all the shop's stock of cigarettes that (accordingly to their warnings) caused brain damage. Back to our business: I personally would not be happy to find out that the the risk analysis made for my "possible harmfull product" was made up by a smoking safety engineer! The following dialogue would have been funny had it not been true. "Could I have a packet of 20 cigarettes please?", the man asked. "What would you like?" the assistant replied, " Those that kill you with lung cancer or those that give chronic heart problems?" "Mmmm. I take those that can harm the baby in the womb." Was the man matching the assistants humour/sarcasms? OR Was he ignoring the warnings, it's not going to happen to him? OR Was he making a rational risk assessment based on the information provided by the manufacturer?
