Sergio, CISPR22:1998 allows in Table 4, Note 3 a relaxation of the limit by 10dB over the freq. range of 6MHz-30MHz if the common mode signal is due to the conversion by the cable of the wanted (ADSL) signal. Even when using the ISN for Cat 3 cable (ISN 50/25), I've never seen these problems. It looks like there is a serious unbalance in your circuit or within the conducted emission measuring devices.
