Within the windings of the tester or of the motors? If the latter, you
can assume that the product is tested with a 'perfect' motor that
doesn't have discharges. Then you put the motors under test in a
screened enclosure, which helps with the safety issues of the HV testing
anyway.

Another approach might be to regard the product as one that uses r.f.
energy and see if it meets the relevant CISPR 11/EN 55011 limits.
