There is nothing in 60950, but the EU directive required for marking the CE on products allows individual countries to add additional regulations for their marketplace as long as it does not conflict with the directives. I have personal experience with the Spanish requirement which requires that all user manuals and the Declaration of Conformance (DoC) MUST be printed in Castilian, the official language of Spain. I believe there are other countries that also have this requirement, but are not as aggressive in enforcement. This requirement is not in the official EU decree, but is specified in the Laws of Spain and the royal decrees which establishes the regulations. The importer or company that places the product on the market without the Spanish Language documentation is liable for fines of 12,000 Euros.
