I have the version dated 1996 and it does explain which directives apply to various types of alarms. The report is intended as a guide for the various standards committees. Also check out ETSI TR 102070-1 & -2 which provides guidelines for the integration of radio devices with other devices. You can download ETSI standards for free at http://www.etsi.org/.
