We want to remind all of our subscribers of some of our list policies.
In particular, we want to remind you of some policies that are being 
violated daily by a number of subscribers.  We also want to state why 
these policies are in place and ask that everyone start following these 
policies.

1.  All messages should be in Plain Text (ASCII text).  

    Our objective is that messages posted to our listserver are in a form 
    receivable by all subscribers. 

    We do have people who, for security and other reasons, are not running 
    graphical based e-mail clients.  These people have great difficulties 
    reading html and rtf e-mail.  Also, messages sent in html or rtf do not 
    archive as well and take up more room in the archive database. 

    How do I know if I am sending Plain Text?  Here are some indicators:

    *  If you can set font size or color in the message you are sending, 
    then your mailer is not set for Plain Text.

    *  If, when posted, your message does not have the PSTC footer (the 
    one that tells you how to subscribe and unsubscribe to the list) added 
    to the end of the message, then your mailer is not set for Plain Text.  

    If you need help in configuring your e-mail client for Plain Text, 
    please contact the four list administrators (at the end of this 
    message).  Please contact us directly rather than posting a message 
    to the listserver.  As the four of us travel from time to time, we
    suggest you direct your inquiry to all four of us, and one of us 
    will respond to you.  

2.  Messages should have no attachments, and no signature attachments.

    Our objective is that messages should be readily and quickly 
    downloadable by our subscribers who are on dial-up lines, or who
    may be on the road in sites with poor telephone service.  Attachments 
    and signatures add to the download time and expense of dial-up services.

    For these reasons, message size should be the minimum necessary to 
    address your subject.  (The IEEE listserver rejects messages exceeding 
    100 kB.)

    Attachments and other documents should be posted to our web site, 
    http://www.ieeecommunities.org/emc-pstc.  Then, your message posted
    to emc-pstc should refer to the document at the web site.  The 
    document on the web site can be read from the web site or downloaded 
    to the reader's computer.  

    Please turn off the auto-signature feature of your mailer when
    posting messages to emc-pstc (unless your auto-signature is Plain 
    Text).

These policies make our messages easily accessible to all mail clients
and all connection schemes, yet satisfy the needs for completeness of
messages posted to emc-pstc.  

Please keep in mind we have people on this list from all over the world.
