supplemental  =  supplementary

Merriam Webster's Collegiate Dictionary, 10th:

    supplemental (adjective): serving to supplement.

    supplementary (adjective): added or serving as
    a supplement.

For thin insulations such as coatings...

    Basic insulation requirements are simply that
    of electric strength.  This can be accomplished
    with one "layer" of insulation on the wire.

    Supplemental (supplementary) insulation 
    requirements are electric strength plus some
    degree of mechanical robustness.  This is 
    accomplished with two "layers" of insulation
    on the wire.  This probably derives from the
    0.4 mm minimum thickness for supplemental 
    insulation; instead of 0.4 mm thickness, two
    "layers" are deemed equivalent.

    Reinforced insulation is a combination of 
    basic and supplementary insulations.  This is
    accomplished with three "layers" of insulation
    on the wire.

Read "layers" as independent coatings or very thin
sheet wrapped about the wire, or equivalent 
construction.
