Just heard from my silent cohort. As I suspected even though the meter
reader, obviously not a consumer device, belonged to a utility and was used
only in a transitory manner through a residential area they were required to
meet class B. Their hope was that it was clearly an industrial product and it
was driven through the residential area at 25 Mph so any, or rather if any,
interference a single user would see would be very short lived. They had
several discussions with the FEDS over it - but no joy.
So I'm sticking to my first answer. The equipment obviously isn't for use
by the general public, isn't sold that way et cetera so it could be A, but
only if he is working out of an office in a zoned commercial or industrial
area - so not a home office, and he wouldn't be able to transport the thing to
a patients residence and use it. If that happens class B.
The RF device falls under its own rules
